Countries Seek ECI Support in Capacity Building and Election Technology

New Delhi, December 5, 2013: Twenty Four Heads/Representatives of Elections Commissions from 8 countries of the Middle East and Africa have just finished witnessing the Assembly elections in Madhya Pradesh, Rajasthan and Delhi. The delegates included Chief Election Commissioners/ Commissioners from South Sudan, Jordan, Gambia and Guinea Bissau and senior representatives from Iraq, Lebanon, Nigeria and Senegal. While the four South Sudan Commissioners witnessed polling in Madhya Pradesh, the delegations from the other countries saw the elections in Delhi, visited two model polling stations and also tried their hand at mock polling through the newly introduced VVPAT machines. The delegations from Jordan, Iraq and Lebanon also witnessed elections in Rajasthan in addition to Delhi.

Before leaving for the respective states, they were given detailed briefings by senior officials of the Election of India on ECI’s profile and election machinery, its international cooperation agenda including south-south cooperation and main features of poll preparedness in each state.

These visits have been sponsored and facilitated by the United Nations Development Programme (UNDP). ECI and UNDP have an MoU, and an annual work plan, an important feature of which is to jointly promote exchange of visits and sharing of experiences and skills in the field of Electoral Management with developing countries under ECI’s South-South Cooperation.

In their debriefing sessions with ECI, chaired by V. S. Sampath, Chief Election Commissioner of India, all the delegations paid rich tributes to the meticulous planning for elections and its detailed on-the-ground implementation in the states visited by them. They were particularly impressed with the use of technology in these elections, particularly the use of Electronic Voting Machine and the use (on pilot basis) of the Voter Verifiable Paper Audit Trail (VVPAT), which they were able to see and try for themselves. They complimented the efforts made in polling station management, campaign regulation, voter education, logistics in all the places they visited and the model polling stations in the New Delhi constituency.

Many delegates expressed interest in transfer of EVM technology to their countries and also sought ECI’s assistance in capacity building of their officials, particularly through the training facilities at India International Institute of Democracy and Election Management (IIIDEM), which has already conducted over 13 international training programmes and workshops since its inception in June 2011.

V.S. Sampath, in his address to the delegates, expressed ECI’s readiness to share the Commission’s expertise and experience with more countries, under UNDP aegis for the 2014 General Elections. He suggested holding of an international workshop for senior election officials to share experiences and discuss improvements in election management strategies.

In view of the great interest shown by delegates in the use of technology, and Electronic Voting Systems in particular, he broached the idea of a International Technology Workshop, which could bring together some European countries which have experimented with different types of Electronic Voting systems and Asian/African countries who are interested in learning about the use of technology in elections. He also reiterated ECI’s readiness to share its six-decades of experience and skills in election management with desirous countries of the South, particularly through capacity-building programmes at IIIDEM.

Unique Identification Authority of India issues 51 crore Aadhaar numbers

$

New Delhi, December 5, 2013: The Unique Identification Authority of India (UIDAI) has completed issuance of 51 crore Aadhaar numbers. With generation of about 11 lakh Aadhaar numbers every day, the flagship programme appears all set to complete its mandate of covering 60 crore population in the next few months.

Established as an ‘Attached Office’ of the Planning Commission through a Government Notification in January 2009, UIDAI issued the first Aadhaar Number on 29 September 2010 after completing necessary preliminaries including establishing various standards relating to collection of data and biometric information such as finger prints and iris images. UIDAI issued 8 crore Aadhaar number in the period up to November 2011, another 15 crore in the next one year until November 2012, and has issued a further 28 crore Aadhaar number in the past 12 months. Eleven States and Unions Territories now have Aadhaar saturation levels of 75% or above, with several of them such as Andhra Pradesh, Himachal Pradesh, Tripura, Delhi and Chandigarh at levels above 90%.

Enrolment for Aadhaar is entirely voluntary and the Aadhaar number is already used as a Proof of Identify or Proof of Address or both by several programmes and schemes run by Central and State Governments. A number of regulatory authorities such as Reserve Bank of India (RBI), Insurance Regulatory and Development Authority (IRDA), Securities and Exchange Board of India (SEBI) and Pension Fund Regulatory and Development Authority (PFRDA) have declared Aadhaar number as a valid ‘know your customer’ (KYC) and ‘electronically know your customer’ (eKYC) for purposes under their respective domains. This has led to Aadhaar being leveraged not only as a tool for financial inclusion and empowerment, but also as a major convenience for Aadhaar number holders in their dealings with banks, insurance companies, and other providers of financial services. Recently, RBI has also accepted Aadhaar number as a second factor of authentication along with “EMV Chip and pin’ for all future deployment of point-of-sale (POS) devices and ATMs.

More than 4 crore Aadhaar number holders have so far linked their bank accounts with Aadhaar, to take advantage of the above convenience, in particular the Aadhaar Enabled Payment Services (AEPS). These Aadhaar linked bank account holders can send and receive money using Aadhaar number as a permanent financial address, without having to disclose their bank details to the other parties. Like a number of Aadhaar based services, access to AEPS is also based on on-line authentication. A total of over 1.49 crore authentications by 37.9 lakh unique number holders have already been carried out at levels exceeding 92 percent of accuracy. In a new service introduced recently, six banks, including State Bank of India (SBI), currently provide for Aadhaar-to-Aadhaar mobile based payments.

With its capability of usage in re-engineering of government processes, Aadhaar numbers have been leveraged in implementation of several programmes/ schemes of Central and State Governments, including the Direct Benefit Transfer (DBT) introduced on a phase-wise basis for 28 Central Sector schemes in 121 districts of the country, and Direct Benefit Transfer for Liquefied Petroleum Gas (DBTL) in 95 districts. Districts with high level of Aadhaar saturation have been chosen for implementation initially, and over 1500 crore rupees have already been transferred over the Aadhaar Payment Bridge (APB) in more than 2.8 crore transactions under DBT and DBTL. Usage of Aadhaar numbers has helped in preventing duplicates and fakes, leading to substantial savings even in the initial phase of implementation.

As many as 156 banks, including a number of co-operative and rural banks, are currently participating on the APB platform. Several State Governments have leveraged Aadhaar in the roll-out of their programmes/ schemes – among the earliest users was the Government of Andhra Pradesh for Public Distribution System. Such usage of Aadhaar numbers makes it possible to achieve higher levels of transparency, better levels of beneficiary satisfaction, more accurate targeting, and prevention of leakages and wastages.

The largest biometric data-base of its kind in the world, Aadhaar has many firsts to its credit. The online authentication and eKYC services are not only reliable, low cost, instantaneous and environment-friendly, but are also un-paralleled in the world, in their scope and magnitude.

National Secretary BJP Kisan Morcha Sukhminderpal Singh Grewal.

New Delhi, December 7, 2013: National Secretary BJP Kisan Morcha Sukhminderpal Singh Grewal reacting on Pakistan Prime Minister Nawaz Sharif for his comment on Kashmir that's talked of 4th war over Kashmir. He said that in this way Pakistan wanted terror and talks to coexist. Grewal said that there was no possibility of Pakistan winning any war against our country, India any time.
In a sports club's meeting in Delhi University North Campus, in a press statement here today, he hits out at Pakistan Prime Minister for his comment on Kashmir. But now, Pakistan had described as "incorrect" the media report that Sharif had contended any such thing. A day back Nawaz Sharif had said that Kashmir is a flashpoint that can trigger a fourth war between Pakistan and India anytime. Kashmir is a flashpoint and can trigger a fourth war between the two nuclear powers at anytime, he was quoted as saying by the Dawn daily in his brief address to the budget session of the Azad Jammu and Kashmir (AJK) Council in Pak-occupied Kashmir. Therefore, the statement from Nawaz Sharif office said that the Prime Minister of Pakistan never uttered these words and the news-item is baseless, incorrect and based on malafide intentions. In the statement from Nawaz Sharif office last night regarding his address to the PoK Council had touched on India-Pakistan relations but did not contain any remarks about the Kashmir issue triggering a war. During his address yesterday, Nawaz Sharif contended that India had indulged in an arms race. "We were drawn into arms race by India," he told the Council. He also expressed his satisfaction that the situation on the Line of Control had improved, on the Kashmir dispute, Nawaz Sharif had "expressed his dismay at the contradictory stance taken by the Government of India."

IAF's First Supersonic Jet to be Aviation Folklore

$

The deafening roar of the Mikoyan-Gurevich Mig-21 FL afterburner, an iconic delta-wing fighter aircraft that heralded the `supersonic era` in Indian Air Force (IAF) will no longer be heard after December 11, 2013, the day it is set to fly into the annals of military aviation history.

Four Mig-21 FL aircraft flown by pilots from the Operational Conversion Unit (OCU), last abode of the venerable jets, will fly a `box formation` as Chief of the Air Staff, Air Chief Marshal NAK Browne takes salute at the ceremonial parade to bid them adieu.

Formations of Mig-27 ML and Sukhoi-30 MKI will also flypast the parade square in reverence to the legend of a fighter jet that remains the most widely exploited platform in IAF history. It also saw action in the Indo-Pak wars of 1965 and 1971.

Being limited in numbers, the Mig-21s played a restricted role in the 1965 war. They, however, played a crucial role in the 1971 war giving IAF the air superiority over vital points and areas in the western theatre.

In the first ever supersonic air combat that ensued over the sub-continent in 1971, an Indian Mig-21 FL claimed a PAF F-104 Starfighter with its internal twin-barrelled guns alone.

By end of the hostilities the IAF Mig-21s had claimed four Pakistani F-104s, two F-6s, one F-86 Sabre and a Lockheed C-130 Hercules.

The pin-point accurate attack on the Governor`s House at Dhaka by IAF pilots flying the Mig-21s proved to be a turning point in the war forcing the adversary to negotiate an eventual surrender.

The Mig-21 was also fielded in the Kargil war. It was often the first choice of commanders as it provided unmatched flexibility due its unique attributes of high agility, fast acceleration and quick turn-around.

The versatility of all the Mig-21 variants have immensely shaped the IAF operational philosophy for decades. The pilots, engineers and technicians who flew and maintained the Mig-21 have been strong proponents of its exceptional combat worthiness.

Besides accomplishing major operational feats, the Mig-21 also ushered a revolutionary enhancement in the technological and manufacturing capabilities of our indigenous aerospace industry.

With the phasing out of the Mig-21 FL, an era of relentless performance, precision deliverance and intimidating performance will also come to an end.
