CBI registers case against deputy managing director of SBI & others

New Delhi/Jalandhar, November 28, 2013: The Central Bureau of Investigation has arrested a former Assistant General Manager of State Bank of India in an alleged bribery case.
According to  a spokesperson of the CBI ,a case was registered U/s 120 B of IPC and Section 7, 8, & 12 of PC Act, 1988 against Deputy Managing Director, Mid Corporate Group, State Bank of India, Nariman Point, Mumbai; Chairman of New Delhi-based private company; former Assistant General Manager of State Bank of India (presently working with a private New Delhi-based private company); Other unknown officials of State Bank of India and other unknown private persons.
It is alleged that Chairman of New Delhi-based private company had applied for corporate loan amongst others to State Bank of India, New Delhi for Rs.400 crores. The Advisor of the said private company, who was earlier working as Assistant General Manager with SBI, approached Deputy Managing Director, SBI, Mumbai for getting the said loan sanctioned. The Dy. Managing Director, SBI allegedly influenced his office to process the loan application of said private company and got the loan of Rs.75 crores sanctioned. After sanction of the said Loan, the Chairman of said private company allegedly paid Rs.25 Lacs to his Advisor (former SBI Official) as reward and also paid Rs.15 lacs to him for further giving it to Dy.Manager Managing Director of SBI as reward. After receipt of the said amount of Rs. 15 lacs, Advisor (former AGM, SBI) allegedly purchased one Rolex & One Omega wrist watch worth Rs.7.75 lacs(approx) & visited the office of the Dy. MD of SBI at Mumbai and delivered the said two wrist watches to him. After delivery of the said wrist watches, the Advisor(former SBI official) was apprehended by CBI and the said two wrist watches were also recovered from the office cabin of the Dy.MD, State Bank of India.
Searches at residential and office premises of the accused persons were conducted.  The cash of Rs.7 lacs(approx); certain locker keys and other incriminating documents were recovered from the residential premises of the former SBI official.  Gold & jewellery worth Rs.67 lacs(approx); locker key, documents pertaining to investments in FD & others and other incriminating documents recovered from the residence of Dy. Managing Director of SBI. A cash of Rs.15 lacs (approximately); jewellery and other incriminating documents were recovered from the residence of the Chairman of private company. Incriminating documents recovered during searches are being scrutinised for further investigation.
The arrested accused was produced before the Special Judge, Mumbai and was remanded to Police Custody up to 27.11.2013.
Further investigation is continuing.

Removal of controls imposed under the Essential Commodities Act, 1955

& extension of validity of Central Orders dated December 20, 2012 in respect of paddy and rice beyond November 30, 2013

New Delhi, November 28, 2013: The Union Cabinet today approved the proposal for extending the validity of the Central Order No. S.O.2968 (E) dated 20.12.2012 for a further period of one year that is from 1st December, 2013 to 30th November, 2014 in respect of rice and paddy.

The main objective of Control Orders is to enable State Governments to continue to take effective de-hoarding operations under the Essential Commodities Act, 1955 by fixing stock limits/licensing requirements etc. in respect of these commodities especially in view of rising prices in the prevailing circumstances. This is expected to help in the efforts being taken to tackle the problem of rising prices and also improve the availability of these commodities for the general public especially the vulnerable sections.

Background:

In August 2006, it was decided to keep in abeyance certain provisions of the Order dated 15.02.2002 in respect of wheat and pulses, with the approval of the Cabinet initially for a period of six months. The validity of this Order has been extended from time to time incorporating also some more essential commodities. Subsequently Central Orders were issued by keeping in abeyance the operation of the Central Order dated 15.02.2002 in respect of commodities such as edible oils, edible oilseeds, rice, paddy and sugar. The validity of all these orders has been extended from time to time. At present stock limits are permitted for pulses, edible oils and edible oilseeds for a period upto 30.09.2014 and in respect of rice and paddy upto 30.11.2013. Wheat and sugar have been withdrawn from the ambit of these orders with effect from 01.04.2009 and 01.12.2011 respectively.

Mandatory use of jute in packaging for the jute year 2013-14

New Delhi, November 28, 2013: In pursuance of the Jute Packaging Material Act, the Cabinet Committee on Economic Affairs has approved mandatory packaging of 90 percent of the production of foodgrains and 20 percent of the production of sugar in the jute packaging material for the jute year 2013-14 (1st July, 2013 to 30th June, 2014), with the following exemptions:

 (i) Sugar packed for export, but which could not be exported may be exempted from the operation of the Order on the basis of an assessment by and request of the Department of Food and Public Distribution. For such exemptions, separate guidelines will be prepared.

 (ii) The following will be out of the purview of the reservation:

a. Sugar fortified with Vitamins.

b. Packaging for export of the commodities.

c. Small consumer packs of 25 kgs and below.

d. Bulk packaging of more than 100 kgs.

 (iii) In case of any shortage or disruption in supply of jute packaging material or in other contingency/exigency, the Ministry of Textiles will, in consultation with user ministries concerned, relax these provisions further, up to a maximum of 30 percent of the production of foodgrains over and above the provisions mentioned above.

The approval will provide relief to 3.7 lakh workers employed in jute mills and ancillary units as well as support the livelihood of around 40 lakh farm families. Besides, it will help protect the environment as jute is a natural, biodegradable and reusable fibre.

Under the Jute Packaging Materials (Compulsory use in Packing Commodities) Act, 1987 (JPM Act), the Government is required to consider and provide for the compulsory use of jute packaging material in the supply and distribution of certain commodities in the interest of production of raw jute and jute packaging material and of persons engaged in the production thereof and for matters connected therewith.

Seven years rigorous imprisonment to Abu Salem in forgery case

New Delhi/Jalandhar, November 29, 2013: The Special Judge for CBI Cases, Hyderabad, has today sentenced accused Abu Salem(Private Person) to undergo seven years Rigorous Imprisonment with total fine of Rs.4000 in a forgery case.
CBI had registered a case on 20.09.2002 against Abu Salem and others.  In this case, Abu Salem; Rubeen and Monica Bedi impersonated as Ramil Kamil Malik, Neha Asis Jafari and Sana Malik Kamal and obtained forged passports respectively by furnishing false addresses & false documents. After completion of investigation, CBI filed charge sheet against Abu Salem and others on 22.12.2004. Since Abu Salem could not be produced before the Court in connection with the TADA cases at Mumbai, the case against Abu Salem was split up.
The co-accused  Monika Bedi and 3 others were convicted by the trial court on 29.09.06. Monika Bedi was sentenced to undergo 5 years Rigorous Imprisonment with a fine of Rs.1000 U/s 420 IPC; 3 years Rigorous Imprisonment with a fine of Rs.500 U/s 419 IPC; 3 years Rigorous Imprisonment with fine of Rs.500 U/s 120-B IPC.   Monika Bedi preferred an SLP against the judgement and the Supreme Court on 09.11.2010 confirmed the conviction and reduced the sentence to the period already undergone by her.

HPCA episode: Court asks Himachal to file reply in three weeks

Dharamsala: Himachal Pradesh High Court directed the state to file its objections to the revision petitions of the state cricket body and its president, pleading to make chief minister Virbhadra Singh and three government officials party in a land row case. Hearing the petitions of the Himachal Pradesh Cricket Association (HPCA) and its president Anurag Thakur, a division bench of acting chief justice Mansoor Ahmad Mir and Justice Kuldip Singh asked the state to file objections within three weeks.
One of the petitioners has sought the inclusion of deputy inspector general of police Sanjay Kumar, Kangra deputy commissioner C. Paulrasu and superintendent of police Balbir Thakur as respondents. The petitioners alleged that the entire government machinery under the influence of the chief minister, in a midnight swoop on Oct 26, forcibly evicted the HPCA from its stadia, principally the picturesque Dharamsala stadium.
Advocate General Sharvan Dogra informed the court that the writ has become infructuous as the government has withdrawn its earlier order of cancellation of the land leases of the HPCA.
The court will now hear the matter Dec 19.

Recruitment rally for re-enrolment of ex-servicemen into DSC

Jalandhar, November 29, 2013: The Sikh Regimental Centre, Ramgarh Cantt is conducting a rally for        re-enrolment of Ex-servicemen of the Sikh Regiment and of its affiliated Territorial Army Battalion into Defence Service Corps (DSC) at Ramgarh Cantt (Jharkhand) with effect from 09 Dec 2013.  Candidates should report to Sikh Regt Centre Ramgarh on 08 Dec 2013.
The candidate appearing for re-enrolment into DSC should be SHAPE-1 in medical category and their character should be Very Good/Exemplary.  Age of the candidates should be below 48 years and gap between discharge from former service and re-enrolment should be 5 years or less.  Candidates should not have more than one red ink entry during last five years of service and not more than two red ink entries during entire service.  Candidate must pass his Physical Proficiency Test (PPT).

CBI arrests Inspector of Railway Protection Force for accepting a bribe of Rs. 1.5 lakh

New Delhi, Jalandhar, November 29, 2013: The Central Bureau of Investigation has arrested an Inspector of Railway Protection Force, South Eastern Railway, Balasore for demanding & accepting a bribe of Rs. 1.5 lakh from the Complainant.

A case was registered U/s 7 of P.C.Act,1988 on the allegations that the accused had demanded a bribe from a representative of Mumbai based private transport company for releasing their two trucks/ trailers, which were detained by the said R.P.F. Inspector. CBI laid a trap and the Inspector was caught red handed while demanding & accepting bribe of Rs. 1.5 Lakh from the complainant.

Searches were conducted at the premises of accused which lead to recovery of total assets worth about Rs.45 lakh.

Further investigation is continuing.

Ludhiana News/Documentary on development model at Chakkar village to be telecast on Dec 1

Ludhiana, November 30: A documentary prepared on development model of Chakkar village in Ludhiana district will be telecast at 6 pm on December 1 on Doordarshan. The villagers with the help of NRIs hailing from their village have converted the village-pond to artificial lake.
This information has been given by District Congress Committee (Rural), president Malkit Singh Dakha.
This project has not only settled down the problems related to drainage of water and sewerage but also helped in irrigating the fields with storm water. Impressed with the initiative taken by the Chakkar village’s two NRI brothers, the Union Minister for Information and Broadcasting Manish Tewari has already released a grant of Rs.20 lakh to the village concerned out of his MPLAD Fund. Tewari had directed Doordarshan to prepare a documentary on the development model of Chakkar village, so that other villages might go ahead in this direction.

Ludhiana News/GM crops neither safe for health nor to solve problem of food security- Dr.Suman Sahai

A function being organised by the Bharat Jan Gyan Vigyan Jatha (BJGVJ) in coordination with Environment Society and Science society  Government College for Girls Ludhiana with the cooperation of Punjab State Council for Science and Technology (PSCST) on Saturday.

Ludhiana, November 30, 2013: The genetically engineered crops are neither safe for health nor they will solve the problem of food security; instead they contribute to lower yields, increased use of herbicides/insecticides, unpredictable performance, poor economic returns, and a progressive monopoly on food by big corporations. They also encourage herbicide-tolerant weeds and pesticide-resistant superbugs, belying their purported goal of "feeding the world". Instead these large food corporations are actually more the cause of world hunger currently, than they are the solution to it.

This was said by internationally renowned scientist Padma Shri  Dr.Suman Sahai founder of the Gene Campaign while delivering a talk at a function organised by the Bharat Jan Gyan Vigyan Jatha(BJGVJ) in coordination with Environment Society and Science society  Government College for Girls Ludhiana with the cooperation of Punjab State Council for Science and Technology (PSCST) today on  Saturday. Genetic mutations have occurred in nature in long period of time as a result of laws of nature as per the environmental and other conditions. Nature provided safeguards to any negative effect of such mutations. But the genetic modification in the laboratories is fraught with dangerous consequences and amounts to playing with nature, she warned. Several researches have shown that the genetically engineered food has harmful effects on the health of mammals in general. How can then the human be safe from the adverse effects, she questioned? Big corporations like Monsanto are promoting this with the sole aim of earning huge profits. This will force the farmers worldwide to buy seeds from these corporations. It is pertinent to note that the farmers generally save their own seeds for the next crop. Moreover any disease occurring on such crops will not be easily managed.  The medicines produced by Monsanto and allies will have to be used to treat. The corporation will thus earn double profit. She further warned that the GM crops could be an environmental disaster and bio terrorism imposed by the big corporations. She demanded that the government of India should reconsider its policy towards the GM food.

Dr Rajinder Pal Singh Aulukh – Agriculture Development Officer said that organic farming is the only answer for a healthy food. The yield may be initially low but after two to three years the results are good. Reckless use of insecticides and pesticides has added to the health problems among us.  He also emphasized the need to manage crop residue in situ as this promotes fertility of soil.

Dr Arun Mitra – General Secretary BJGVJ said that in some of the western countries the GM foods are separately labeled and grown. But in Indian conditions it would be impossible to do it. Therefore they have to be shun. He demanded that our universities should do R&D according to our needs and conditions instead of depending on the multinational corporations.

Gurminder Kaur – Principal of the college said that it is important for the students to be well versed with the newer happenings around. Such events are helpful in increasing their knowledge and sensitizing them on newer issues.

Maj. Sher Singh Aulukh – President BJGVJ thanked the college principal for her cooperation in organizing such events.

Dr Manju Sahnir Secretary Science society and Environment Society said that the societies  interacts on scientific issues of general concern time to time.

M S Bhatia Organsing Secretary BJGVJ Ludhiana said that the Jatha will plan further activities on the issue.

Dr. K.Saleem Ali relinquishes charge of Special Director, CBI on superannuation

Dr.K.Saleem Ali, an IPS Officer of 1978 Batch (Manipur-Tripura Cadre) who on Saturday relinquishes the charge of Special Director CBI on Superannuation.

New Delhi/Jalandhar, November 30, 2013: Dr.K.Saleem Ali, an IPS Officer of 1978 Batch (Manipur-Tripura Cadre) today relinquished the charge of Special Director CBI on Superannuation. He joined CBI as Additional Director on September 28, 2011 and promoted as Special Director, CBI on May 24, 2012. Before joining CBI, he was Director General of Police in Tripura.

Dr. Ali has earlier held several important positions in Anti Corruption, Special Crimes, Administration, Special Unit & other Divisions / Zones in CBI from 1988 to 1999 and 2006 to 2009 including the post of Joint Director, DIG and SP. He has been associated with the investigations of a number of sensitive cases, including those entrusted to CBI by the Supreme Court and High Courts that ended in convictions of the accused persons.

Dr. Ali has held various positions in Tripura, as Superintendent of Police of North Tripura, South Tripura & West Tripura and in Special Branch. He has served as IGP (Armed Police, Operations and Law & Order).

He has also served as IGP in Indo Tibetan Border Police at Dehradun & New Delhi. He was awarded Bronze, Silver and Gold Discs during his tenure in ITBP.

Dr. K.Saleem Ali is a Post Graduate in Chemistry; M.B.A (International Finance) and Ph.D in Conflict Management. He has been decorated with the Police Medal for Meritorious Service and the President's Police Medal for Distinguished Service.

Air Chief Marshalk Nak Browne reviews the passing out parade of 125th NDA Course.

New Delhi, November 30, 2013: Air Chief Marshal NAK Browne, Chairman Chiefs of Staff Committee and Chief of the Air Staff reviewed the Passing Out Parade of 125th Course of the Khadakwasla located National Defence Academy today. The Air Chief who had trained at the Academy from the year 1968 to 1970, before graduating as a part of the 39th NDA Course, revisited his alma mater as the Reviewing Officer after 43 years. The clear sunny morning of 30th November 2013 saw 296 cadets graduate from the hallowed portals of Khetarpal Parade Ground as a part of 125thNDA Course.
The Air Chief was received by Air Marshal Kulwant Singh Gill Commandant, National Defence Academy at the Parade Ground. Addressing the Passing Out Course, he said, “It is a matter of great honour for me to be here today at my alma mater and review the Passing Out Parade of the 125th course. When you march past the Quarterdeck for the very last time today, you will be firmly on your way to join the noble profession of Arms. The physical toughness and mental agility acquired here will be further honed in your respective Service academies and will forge within you an indomitable spirit to turn all challenges into opportunities. As I look at your young faces, the single minded focus and firm determination that I see re-affirms my faith that the future of our great nation is in safe hands.
While the high quality of training in NDA has given you a solid foundation, the onerous responsibilities that you will shoulder from now on would demand tremendous maturity, courage and stamina. You will have to be prepared to face a multitude of challenges – almost on a daily basis.  While you will have the credo of NDA and service ethos to guide you, allegiance to traditional values of righteousness and honesty will provide you with the strength and confidence to boldly face these challenges. The unique nature of your job will many a times bring you face to face with predicaments, doubts and temptations. However, the core military values that now define your character will empower you to do the right thing every time. So be fearless and have faith in yourself and your capabilities.
Although, trials and tribulations of your daily mission will put your capabilities to the ultimate test, the most enriching part of being a young leader would be the honour of commanding your men. You will be leading the finest set of soldiers, sailors and air warriors in this world.  Therefore, it is your sacred duty to lead them from the front; with care and well-being of the people under your charge as an important concern. Any future operational response will demand an integrated strategy and employment of service specific strengths in a joint operation. Therefore, the bonds of friendship that you have forged with your course and squadron mates should continue to be nurtured as you grow in service and should translate into greater jointmanship at every stage in your career.
I also take this opportunity to convey my heartfelt gratitude to your parents for offering a prized gift to the nation and supporting your entry into the officer fraternity. On behalf of the Indian Armed Forces, I assure them of our utmost commitment for providing the best training and equipment; as you take the pledge to safeguard the unity & integrity of our nation.

Battalion Cadet Captain Manoj Kumar won the President’s Gold medal for standing first in Overall Order of Merit, Academy Cadet Adjudant Yogesh Dhami was awarded the Silver medal for standing second in overall order of merit and Squadron Cadet Captain SS Ithapewas awarded the Bronze medal for standing third in overall order of merit.  The ‘BRAVO SQUADRON’ bagged the Chief of Staff Banner presented to the Champion Squadron.

Himachal News/State Police Department develops Interoperable Criminal Justice System (ICJS)

Dharamsala, December 1, 2013: The Himachal Pradesh Police in collaboration with the National Informatics Centre (NIC) of the State has developed the Interoperable Criminal Justice System (ICJS) for speedy justice.
This project aims to facilitate data-exchange between the Courts, Police, Prosecution, Jails and the Forensic Labs.
Under this system, all the stakeholders will have online and instant access to data available in different software applications. This will reduce the time normally consumed in manual exchange of documents /information among various departments.
The ultimate objective of this project is speedier delivery of justice to the common man by interlinking related Justice Delivery systems and improving the quality of investigation.
The Computer Society of India (CSI) which is the premier agency involved in evaluating e-Governance projects has given the ‘Award of Excellence’ to the ICJS. This award would be given during the annual conference of CSI on 14th December, 2013 at Vishakhapatnam, Andhra Pradesh.

CBI arrests deputy commissioner of customs and two private persons in bribery case

New Delhi/Jalandhar, December 1, 2013: The Central Bureau of Investigation has arrested a Deputy Commissioner of  Customs, ICD Dadri, Gautam Budha Nagar(U.P) and two private persons i.e an Owner & Promoter of New Delhi based private firms in an alleged bribery case.
A case was registered by CBI case U/s 120-B of IPC and Sec. 7, 8, 9, 12 of P.C. Act, 1988 against Deputy Commissioner (Customs), ICD Dadri, Gautam Budha Nagar(U.P); an Owner of private firm having its office at  Bhikaji Cama Place, New Delhi; a Promoter of another private firm based at East of Kailash, New Delhi and other unknown persons on the basis of an information.
It is alleged that for release of the seized shipment consisting of tyres belonging to East of Kailash, New Delhi based private firm from the Customs Department at ICD, Dadri, the Promoter of said firm contacted the middleman(owner of the other private firm). The middleman approached the Dy. Commissioner in order to get the seized consignment of said firm cleared favourably, who in turn allegedly demanded a bribe of Rs. 5 lacs from the Promoter through said middleman for showing favour.  
The Promoter of said private firm paid the alleged bribe of Rs.5 lacs to the Deputy Commissioner at his residence at Noida(U.P) and the bribe money was recovered from the residence of the latter .   
During the follow up action, searches were conducted  at six locations in Delhi & NCR and various incriminating documents were recovered from the possession of the accused persons. The incriminating documents are being scrutinized for further investigation. Apart from the bribe money of Rs.5 lacs; cash of Rs.14.75 lacs(approx); a gold brick of one kg.; gold; silver & diamond jewellery and documents related to investments worth more than a crore of rupees(approx) were also recovered at the residential premises of the Deputy Commissioner.
Further investigation is continuing.

Yesterday Shri Narendra Modi and Shri Rajnath Singh addressed a huge rally in Jammu & Kashmir.
Jammu & Kashmir's integration with India is an essential part of the ideology of Bhartiya Jana Sangh and now the BJP.
The BJP believes that Dr. Shyama Prasad Mukherjee's vision of complete integration of Jammu & Kashmir was the correct vision for India.
The Nehruvian vision of a separate status has given rise to aspirations for the pre-1953 status, self-rule and even Azadi. The desire of proponents of these three ideas has weakened the constitutional and political relationship between Jammu & Kashmir and the rest of the country. The journey of separate status has been towards separatism and not towards integration. It would be incorrect for anyone to interpret BJP's challenge for a debate on this issue as a softening of stand on Article 370.
The Anti daughter position in Jammu & Kashmir -
The State laws in Jammu & Kashmir were consistently interpreted for over five decades to mean that a daughter in Jammu & Kashmir would lose her status as a permanent resident of the State as also special rights and privileges available to her if she married outside the State. This was based on an erroneous belief that a wife followed the domicile of the husband. A large number of women in Jammu & Kashmir questioned the constitutional validity of this provision. A Full Bench of the High Court of Jammu & Kashmir by a judgement dated 7th October, 2002 re-interpreted the law and by a majority judgement held that a daughter marrying outside the State would not lose her status as a permanent resident. The National Conference government which was in power in the State was represented in this case by its Advocate General Mr. MA Goni who vehemently opposed the plea of the daughters.

Advocate General, Mr. M A Goni contended that a female descendent of a permanent resident of the state on marriage to a non-permanent resident of the state would lose the status of a permanent resident of the state and would not be permanent resident of the State as defined under section 6 of the State Constitution. He submitted that by marrying a non-permanent resident, a female descendent of a permanent resident of the State will not only lose the property which she may have acquired in the State before marriage as permanent resident of the state but she would also lose all special rights and privileges like employment in the State Government, right to scholarship or any other such privileges as the government may provide. He further submitted that the status of the wife or the widow depends on the status of the husband and in case she ceases to reside in the state and takes permanent residence outside the state she would lose the status acquired by marriage with a permanent resident of the State."
This was the categorical position of the government of Shri Omar Abdullah's party, the National Conference. Dissatisfied with this judgement, the National Conference government filed an SLP in the Supreme Government.
In the year 2003, the PDP Government in alliance with Congress Party was formed in the state. The PDP Government followed an alternative strategy. They withdrew the SLP and introduced 'The Jammu and Kashmir Resident (Disqualification) Bill 2004', which attempted to statutorily nullify the progressive majority view taken by the High Court. The Bill was enthusiastically supported by the PDP and the National Conference. It sought to withdraw the status of a permanent resident from a daughter who married outside the State. The Bill was passed by the Legislative Assembly.
Shri Atal Bihari Vajpayee, the then Prime Minister in March 2004, suggested that the State Government should find a solution to this problem. The PDP and the National Conference linked it to the upholding the special status of the State guaranteed under Article 370 of the Constitution.
After being passed by the legislative assembly, this Bill was taken to the Legislative Council. It ran into some trouble with the Chairman of the Legislative Council adjourning the House without voting and referring it back to the Assembly where it again got stuck. Recently, again moves have been made to re-enact the Bill.
In 2010, a PDP member again introduced this Bill as a Private Member's Bill in the Legislative Council. Competitive statements have been made by leaders of the National Conference that they are committed to bring this Bill. Special status and Kashmiri identity have been pitted against Women' rights.
Can the Chief Minister Shri Omar Abdullah ignore a dubious track record of his Party on this issue and indulge in discourteous tweets on the subject?
It must be accepted by one and all that such discriminatory provisions which also compromise on the right to live with dignity have no place in Indian law.”

India's first minimal access transplant for lung performed successfully at Global Health City Chennai

Doctors with India's 1st lung transplant recipient through minimal access procedure.

Chandigarh, December 3, 2013: The Lung Transplant Surgeons at Global Health City, Chennai, part of Global Hospitals Group, performed successfully India’s First successful Minimal Access Transplant for Lung on a 61 year recipient. On 24th November this year, Raja Babu Shah underwent the minimal access transplant procedure, bringing smiles on the face of his wife and their three kids. Raja Babu Shah, was diagnosed to have Idiopathic Pulmonary Fibrosis several years ago. It is a progressive interstitial lung disease and shows poor response to maximal medical management. So he was on the waiting list for Lung Transplantation under the Cadaver Transplantation Program of Tamil Nadu since July 2013.  He has been confined to bed and wheelchair for more than a year now.

On November 24, a suitable donor became available at Christian Medical College (CMC) Vellore. So Raja was offered a Lung Transplantation, which would give him a near normal life without oxygen. This was a Minimally Invasive Lung Transplantation. Five years rigorous imprisonment to then chief medical officer of border security force academy

New Delhi/Jalandhar, December 3, 2013: The Special Judge for CBI Cases, Bhopal has convicted  B.K.Sahoo, the then Chief Medical Officer, Border Security Force Academy, Tekanpur, Gwalior (Madhya Pradesh) and 14 other private persons i.e.  Shiv Kumar Sahoo;  Bhuri Singh; Mukesh Kumar; Vimlesh Kumar;  Charan Singh; Keshav Singh Pal; Sarvesh Kumar; Shishupal; Prakash; Veer Singh; Vijay Kumar; Omvir Singh; Harbir Singh; Vinay Kumar & Rupendra Kumar for irregularities in the recruitment of Constables in BSF. B.K.Sahoo, then CMO was sentenced to undergo five years Rigorous Imprisonment with total fine of Rs.80,000 and other private persons were sentenced Rigorous Imprisonment from six months to five years with fines ranging from Rs.10,000 to Rs.30,000, respectively.

CBI registered a case and took up the investigation from the State Police. The case was earlier registered at Police Station Billowa, District Gwalior(M.P) U/s 420, 467, 468 & 471 of IPC vide FIR No. 25/02 on 03.02.2002, on the basis of a complaint from BSF Academy, Tekanpur, Gwalior against 14 accused persons for cheating, forgery and using forged document as genuine in the recruitment of Constables (General Duty) in BSF. The case was subsequently transferred to CBI in pursuance of the Notification issued by the Govt. of India, on the consent of Madhya Pradesh Government.

After completion of investigation, a charge sheet, U/s 120B, 420, 468, 471 of IPC and  U/s 13(2) (d) & 13 (1)(d) of PC Act. 1988 was filed against  B. K. Sahoo, the then CMO, BSF Academy, Tekanpur, Gwlior( MP) and other accused persons in the Court of Special Judge, CBI Cases, Indore on 14.09.2005. The case was transferred to the Special Judge for CBI Cases, Bhopal on 19.01.2011 for trial.

The Trial Court found the accused persons guilty and convicted them.

National Pollution Control Day being obswrved by the Science City, Kapurthala in collaboration with Punjab Pollution Control Board, on Tuesday.

Kapurthala, December 3, 2013: With the ever-rising human population and industrial activity, pollution has risen to a menacing level. However, Pollution from human activities is  not a problem that has to be inevitable. With a comprehensive pollution prevention programme, most pollution can be reduced or prevented. There is immediate need to adopt potential pollution prevention and waste minimisation techniques,” said Director General, Science City  Dr R. S Khandpur on the occasion of National Pollution Control Day. The programme was organized by the Science City in collaboration with Punjab Pollution Control Board.
He further stated that despite the major efforts that have been made over the recent years to clean up the environment, pollution remains a major cause of concern and poses continuing risks to health. The problems are undoubtedly greater in the developing world, where traditional sources of pollution such as poor sanitation, inadequate waste management, contaminated water supplies and exposures to indoor air pollution from biomass fuels affect large numbers of people. In recent decades, too, a wide range of modern pollutants have emerged—not  only those associated with road traffic and the use of modern chemicals in food, for water treatment and for pest control. Since most of these pollutants are rarely present in excessively large concentrations, their effects on health are usually far from immediate or obvious, but appear after a long time.
The ongoing trend of setting the wheat/paddy straw on fire after harvesting the crops not only causes air pollution but also affects adversely the fertility of the soil posing health hazards majorly eliminating rare and native species of animals and plants from their foot holds. It was the call of the day to save and protect rare species in the fields of Punjab as the unprecedented usage of chemicals fertilizers and insecticide were the reasons behind the destruction of our rare species. Due to massive induction of high technology, chemical fertilizers, insecticides, over-exploitation of soil and water, biodiversity of Punjab is undergoing an irreparable change,he added . Painting, Science Drama and Debate competition were organised by Science City to mark the celebration of National of Pollution Day.
Dr. S.S Marwaha , Chief Executive Officer, Punjab Biotechnology Incubator , Mohali delivered a motivational lecture on Pollution Control on this occasion.
On this occasion competitions like Painting, Science Drama and Debate were organised. Winners of the competitions were given away cash prizes.

Five to seven years rigorous imprisonment with fine to five accused

New Delhi/Jalandhar, December 3, 2013: The Special Judge for CBI Cases, Rohini, Delhi has today  convicted Parshuram Gupta; Madan Mohan Khanna; Nemi Chand Bansal; Anand Mohan & A.K.Shankran (an official of RCS) for the irregularities relating to Co-Operative Group Housing Society case and sentenced the accused Parsuram Gupta to undergo 7 years Rigorous Imprisonment  with a fine of Rs.11 lakhs;  Madan Mohan Khanna; Nemi Chand Bansal & Anand Mohan  to undergo 5 years RI with a fine of Rs. 10 lakhs each and A.K.Shankran to undergo 5 years RI with a fine of Rs. 2 lakhs. All the convicts have been taken into custody and remanded to Tihar Jail,  Delhi.
The High Court, Delhi in CWP No. 10066/2004, directed CBI to investigate the whole matter relating to Co-Operative Group Housing Society which were revived and allotted land in view of unholy alliance between the builders and powerful persons in various departments and Societies which had become defunct or lost interest in allotment for the one person or the other.
The instant case was registered on 08-03-2007 by CBI under section 120-B r/w 420, 468, 471 of IPC 13(2) r/w 13(1) (d) against the accused Parshuram Gupta and others. It was alleged in the FIR that the resignation letters and the documents of the society i.e. Satyam Co-Operative Group Housing Society were forged by the accused persons and land was got allotted to the society by them in connivance with RCS officials. There were several violations of DCS Act 1972 and DCS Rules 1973.
After thorough investigation, CBI filed a charge sheet  on 03-06-2008 against Parshuram Gupta, Madan Mohan Khanna, Nemi Chand Bansal, Anand Mohan and A.K.Shankran in the Designated Court, Delhi.

Ferozepur News/Veer Naris of 1971 Indo-Pak War inaugurate Hazara Bridge in Hussainiwala

A bridge constructed at Hazara village in Hussainiwala by Border Roads `Chetak’ being dedicated on Wednesday to Maj Kanwaljit Singh Sandhu, SC and Maj SPS Waraich, the heroes who fought valiantly to defend Hussainiwala during the Indo-Pak War on December 3-4, 2971.

Ferozepur, December 4, 2013: An important bridge constructed at Hazara village in Hussainiwala by Border Roads `Chetak’ was dedicated to Maj Kanwaljit Singh Sandhu, SC and Maj SPS Waraich, the heroes who fought valiantly to defend Hussainiwala during the Indo-Pak War on December 3-4, 2971. These missing heroes delayed the attack of enemy infantry brigade led by a squadron of enemy tanks. In the ensuing battle, the bridge over Hussainiwala Barrage was blown up and Ferozepur was saved.
The Hazara Singh Wala Bridge was inaugurated on Wednesday by Jasbir Kaur Sandhu and Rupinder Kaur Waraich, the wives of the heroes, in the presence of the leaders, veterans and brave residents of Hussainiwala villages. The bridge is the life line of ten villages and is their only land link with the country. The villagers thanked the Army and the government for constructing the Hazara Singh Wala Bridge. The Veer Naris expressed their gratitude to the Nation, Civil Administration and the Army for commemorating the brave acts of their husbands.

An IDPD peace team visits Muzaffarnagar which was hit by the communal violence.

Ludhiana, December 4, 2013: An IDPD peace team visited Muzaffarnagar which was hit by the communal violence. The team went to Shahpur town, Kutba, Kutbi and Kankra villages which were hit by the violence over two and half months ago. The team also visited the make shift camps for the displaced people of the area.
The team comprised of Dr Arun Mitra – National General Secretary, Dr Sudhir Dhakre – National Secretary, Dr Sanjeev Verma – UP State Secretary and Dr Neelam – Member Central Council of IDPD.
Dr Kuldeep Singh Chauhan a leading physician organised the visit. Social activist Com. Rambal Tyagi joined us in our visit to different places. The members interacted with the people of the area and found that until this event there had been no tension in the society. The area was spared of riots even in 1947. The rural areas had even stronger relationship among the communities. This was a result of long standing harmony, brotherhood and cohesive relationship among different communities. The events are a clear pointer to that the whole thing was stage planned, managed, and engineered in a well orgnaised manner. The role of the administration in curbing the violence has been disgusting. An ordinary crime of stalking and eve teasing was turned into communal problem. It was very sad to note that the same people who lived together are now garnering mistrust among each other. Fear loomed large among the displaced people who were reluctant to go back to their homes in the villages. Women and children were even getting nightmares. The confidence building measures are far from sufficient. The team has recommendations to make as under:
1.       Confidence building measures have to be initiated by both the administration and the civil society. Communalism should be countered on Ideological grounds.
2.       Effort should be made to bring the saner senior people of the villages to meet those living in the makeshift camps and persuade them to return to their home.
3.       Every village should be provided with armed police security.
4.       Arms of any kind including the local made crude weapons should be taken away from the civilians.
5.       Till the people are persuaded to shift back to their homes, they should be kept in the camps on the government land. Camps from the private land should be shifted.
6.       The culprits should be booked and prosecuted after thorough genuine investigation in a scientific professional manner.
