Chandigarh, September 3, 2015: Haryana has bagged the Skoch Order-of-Merit national award in implementation of six e-Governance and IT initiatives in the state. The award will be presented to the state government on September 22-23, 2015.
This was disclosed by the Chief Minister, Mr Manohar Lal, while addressing the members on the second day of the monsoon session of Haryana Vidhan Sabha, today. He said that the state is rapidly moving in this direction which had been recognized at the national level. The state government has been invited to receive this prestigious award, he said.
Congratulating the Prime Minister, Mr Narendra Modi, for his Digital India mantra, he said that following the footprints of the Union Government, the state government was also realizing the concept of Digital Haryana. Several attempts had been made in this direction in the past but all these got buried in files and failed to take off during the last 10 years.
The previous government never paid any heed to implementation of e-governance and IT-related programmes and this made corruption grow. “With the usage of IT, we will be able to extend the benefit of welfare schemes and programmes at the grass-roots level,” he added.
The Chief Minister said that with a view to providing time-bound and hassle-free services, the state government had notified 163 services which would be delivered to the citizens at their doorstep. There is no need for citizens to physically visit the concerned offices to have the benefit of such services. People could avail themselves of the facility at the cost of only Rs 5 to Rs 10 in their villages and this could be made possible with implementation of e-governance and IT, he added.
Mr Manohar Lal said that the state government is committed to providing internet services in all the 6,500 villages. Internet access to unconnected areas not only empowers the rural population but also ensures better delivery of services in the long run. He said that he has himself monitoring the grievances received on CM Window. Apart from this, HarSamay, a citizen portal of Haryana Police, has been launched where anyone can file his complaint online.
Lots of such IT-enabled programmes are to be started which will take e-governance to new heights in the state. The key purpose of these initiatives is that every citizen should be able to get the benefit of all services meant for them at their doorstep without having to visit concerned offices.
Haryana is the first state that has rolled out Aadhaar-based biometric attendance system to ensure and monitor the presence of officials during the office hours. Initially, this has been rolled out in the head offices as well as at the district headquarters and shall soon be implemented at the sub-division and block level also. As many as 88,785 employees have been registered under the system so far, the Chief Minister said.
Haryana is also the first state in the country where database of its residents is being created which would be integrated with the delivery of citizen-centric services. Database of 1.57 lakh residents has already been prepared and the rest is in progress, he said urging the members of the House to come forward and make Digital Haryana a success. / (SK Vyas, Jalandhar)
