Dharmshala, January 15, 2015: In order to facilitate the citizens of the State to get their work done in different government offices easily and in a time bound manner, the Himachal Pradesh State Government has taken a decision to do away with the practice of obtaining affidavits for various purposes. Now, except for certain cases where filing of affidavits was mandatory under any Act or Rule, any person will have to submit a self-declaration on a plain paper.
The decision in this regard was taken in the cabinet meeting held late last night at Dharamsala under the chairmanship of Chief Minister Virbhadra Singh.
The Cabinet approved that admissions by all other technical, vocational or professional courses imparting technical, vocational or professional education besides all private aided or un-aided institutions, affiliated to a University established under Section 2 (f) of the UGC Act, 1956 will be made strictly in accordance with admission criteria prescribed by the concerned regularity bodies and through common entrance test conducted by HP Technical University, Hamirpur.
The cabinet agreed for framing new rules titled Minor Minerals (Concession) and Minerals (Prevention of illegal Mining,
Transportation and Storage) Rules, 2015, Repeal of Minor Minerals (Concession) Revised Rules, 1971 and H.P. Minerals (Prevention of Illegal Mining, Transportation and Storage) Rules, 2004. The priority will be given to all agencies concerned with implementation of Infrastructure Projects in the department of MPP & Power and NHAI apart from departments already included. Their authorized agencies or contractors will also be given priority.
Approval was accorded for creation of sub-tehsil at Aalampur and Darini in Kangra district. The cabinet gave its nod for the construction of PWD Rest House at Sayari in district Solan. It gave consent to starting new trade in Apparel & Fashion Technology in ITI, Sunni in district Shimla along-with creating/ filling up of two posts of Trade Instructors. It was approved to create and fill 62 posts of Principals in Industrial Training Institutes as per NCVT norms.
Approval was also given for filling up 800 posts of Police Constables (640 Males and 160 Females) on regular basis in HP Police Department through direct recruitment. Approval for Pre Mature Release in nine cases and approval for one Mercy Petition case was also given.
Nod was given to fill up five posts of Junior Scale Stenographer and eight post of Steno Typist on contract basis, eleven posts of Excise & Taxation Inspectors as per existing R&P Rules, eight posts of Class-IV from surplus pool and twenty posts of IT personnel through outsource basis in the department of Excise & Taxation.
Approval was given to create and fill one post of Law Officer in the Directorate of Technical Education Vocational and Industrial Training, Sundernagar on secondment basis failing on which on contract basis by abolishing one post of Lecturer (Modern Office Practice).
The cabinet also gave its approval for filling up the three posts of Senior Assistants on secondment basis in Resident Commissioner Office, New Delhi.It gave approval to fill up five vacant posts of H.P. Police Services by direct recruitment through H.P. Public Service Commission. Approval was also granted to fill the vacant post of Ski Trainer, Mountaineering Observer, Water Sports Trainer and two post of Mountaineering Trainer on contact basis in Atal Bihari Vajpai Mountaineering and Allied Sports Institute at Manali in Kullu district.
The Cabinet decided to shift the post of Section Officer (F&A) to the post of Assistant Controller (F&A) from Child Welfare Council to Directorate of Information and Public Relations. It also approved creation of one post of Assistant Professor in
Sanskrit in Pundit Anant Ram Degree College, Baroh, District Kangra. It decided to fill one post of the Deputy Director in IPH Department from Deputy District Attorney and post of Law Officers from Assistant District Attorney on secondment basis from Prosecution Department with simultaneous creation of ex-cadre post in Prosecution Department.
Approval was given to restrict the grant of Pension Allowance at 5%,10%, 15% on one pension only either on pension or family pension, whichever is higher, where a government servant is getting two pensions i.e. Pension and Family Pension separately.
The cabinet approved to appoint Principal Secretary (Urban Development) as Member (Ex-Officio) and Advisor (Planning) as Secretary of the 5th State Finance Commission. Approval was given for reimbursement of Mobile Phone charges to the Director, Joint Director and Deputy Directors of H.P. Judicial Academy.
The cabinet approved to relax the parameters of 100 meters distance from Educational Institutes for setting up of stone crushers in favor of M/s GHV (India) Private Limited of Mohal Kanaid, Tehsil- Sundernagar, District Mandi till the completion of four-lane section of Kiratpur-Nerchowk of NH-21.It approved agreement with M/s IL&FS Education and Technology Services Ltd, for execution of Mission Mode Project, Information and Communication Technology (ICT) for 48 months.
Cabinet also approved the additional software be procured by tender through HPSCDC at RMSA/ Department level and provide the licenses to M/s IL&FS Education and Technology Services.
The Cabinet also approved taking over the services of teaching and non-teaching staff of Pandit Anant Ram Degree College, Baroh, District Kangra on contract basis.
