New Delhi, December 18, 2014: The Central Bureau of Investigation has filed three charge sheets in connection with alleged irregularities in the implementation of National Rural Health Mission (NRHM) funds in Uttar Pradesh in the Court of Special Judge, Anti-Corruption cases, Ghaziabad (Uttar Pradesh).
In first case, charge sheet has been filed against the then DPO/CMO (FW), Agra, the then Dy. CMO (NRHM), Agra and Proprietor of Lucknow based private pharma firm U/s 120-B, 420, 468, 471 of IPC r/w Section 13(2) r/w 13(1) (d) of PC Act.
The case was registered on 28.05.2013 U/s 120-B, 420 of IPC r/w Section 13(2) r/w 13(1)(d) of PC Act against District Health officials of Agra and a private firm on the allegations of mis-utilisation of a sum of Rs.15.6 lakhs (approx) under NRHM funds in the purchase of medicines like Albendazole and Iron Folic Acid tablets at exorbitant rates through false and forged quotations even though the medicine was available at cheaper rate & even on Rate Contract also.
In second case, charge sheet has been filed against the then DPO/CMO (FW), Agra, then Pharmacist, working in the office of CMO, Agra and then official (authorized signatory) of Allahabad- based private company U/s120-B, 420, 468, 471, 477-A of IPC r/w Section 13(2) r/w 13(1)(c) and 13(1)(d) of PC Act, 1988.
The said case was registered on 28.05.2013 U/s 120-B, 420 of IPC r/w Section 13(2) r/w 13(1)(d) of PC Act against District Health officials of Agra and a private firm on the allegations of mis-utilization of a sum of Rs.16.5 lakhs (approx) under NRHM funds in the purchase of surgical and hospital equipments at exorbitant rates through false & forged quotations even though these equipments were available at cheaper rates.
In the third case, charge sheet has been filed against the then DPO/CMO (FW), Agra; Pharmacist working in the office of CMO, Agra and proprietor of a private Company based at Sidhpura, Kasganj, (U.P) U/s 120-B, 409, 477-A of IPC r/w Section 13(2) r/w 13(1)(c) and 13(1)(d) of PC Act, 1988.
This case was registered on 28.05.2013 U/s 120-B, 409, 468, 471 of IPC r/w Section 13(2) r/w 13(1)(d) of PC Act against District Health officials of Agra and a private firm on the allegations of misappropriation of huge amounts to the tune of Rs.3,52,117/-(approx) by showing false purchase of spectacles under NRHM funds in Agra District on the basis of false and forged quotations even though no such spectacles were purchased. But the supply order was given to the private firm.
CBI had registered these cases on the orders dated 15.11.2011 of the High Court of Judicature at Allahabad, Lucknow Bench passed in Writ Petition Nos. 3611(MB) of 2011 (PIL), 3301(MB) of 2011 (PIL). and No. 2647 (MB) of 2011 (PIL).
After thorough investigation, charge sheets have been filed in these cases pertaining to Agra District (U.P).
The public is reminded that the above findings are based on the investigation done by CBI and evidence collected by it. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.
