CLARIFICATION to media in connection with the extradition matter of Sanjay Chaudhary; and deportation of Anil Bastawade

Author(s):

Jalandhar, February 1, 2013:   According to a press release sent by the spokesperson of the CBI headquarter,  "Reports are being telecast in section of the media alleging that CBI has ‘failed’ to extradite from the UAE, Sanjay Chaudhary, an accused in a case probed by the CBI."

He said the news reports are not based on facts; and, allegations made therein are incorrect and baseless.

According to  the spokesperson, the factual position is that Sanjay Chaudhary is an accused in a case probed by CBI, and chargesheet was filed against him and others on 12.11.2010 in the Court of Special Judge(CBI Cases), Ranchi. A Non-Bailable Warrant of Arrest was issued against him by the Court of Special Judge, CBI cases on 29.9.2011 for not responding to summons.

Thereafter, a Red Corner Notice through Interpol was issued against Sanjay Chaudhary on 14.10. 2011.  On the basis of Red Corner Notice, it was communicated to CBI on 31.10.2011, that Chaudhary has been detained by the UAE authorities.

As per law and laid-down procedures, a request to extradite Chaudhary was made immediately and, supporting documents required for the extradition have also been provided to UAE through India’s Consulate on 17.11.2011.  The extradition proceedings are being pursued through legal and diplomatic channels, and as per law.

Therefore, it is totally incorrect to state that CBI has ‘failed’ to extradite the accused. Extradition is a legal process governed by laws and procedures of two nations, and the same is underway

Regarding the case of Anil Adinath Bastawade, Interpol’s NCB, India got issued a Red Corner Notice in October, 2012 on the request of the Enforcement Directorate.  Bastawade was detained by the Indonesian authorities in January, 2013 and the same was communicated to the Enforcement Directorate immediately by NCB, India. He was brought to India on 29.01.2013.

Chhuk...chhuk gaadi! KANGRA RAIL.

City Air News photo: Arvind Sharma

Dharamsala, February 3, 2013: 120-km-long, Kangra valley narrow-gauge rail line, which was laid down by the English government  in 1932, and which plays a significant role in the economy of this region, is in a bad shape.

It is totally neglected by the Indian Railways.

Railway Ministry, which was headed by the men who gave little care to this area of the country during past few decades kept their ears closed to listen to change this track according to the pace of the century and virtually made no efforts in the past 80 years to convert this 120-km long rail track into a broad gauge line.

The area is almost a flat highly populated valley, much less tough to Kashmir valley were railways reached. The area is having the seat of Dalai Lama, International Cricket center, Dharamsala, which deserves a modern Broad gauge rail like, which shall be a beneficial link to Indian Army in Himachal and J&K.

New Rail Minister from North India too is aware of this need of the area. The people of Himachal hope for the renovation of this old rail line.

New Congress-led state government and the people of the state are eagerly waiting for a favorable response from Railway Ministry in the forthcoming Rail Budget. There is a growing demand that the Indian Railway should convert Pathankot-Jogindernagar route into Broad Gauge and to extend it to Mandi.

The railway line was planned in May, 1926 and commissioned in 1929. The highest point on this line is at Ahju station at an elevation of 1,210 meters (3,970 ft). The terminus at Joginder Nagar is at an elevation of 1,189 meters (3,901 ft). This railway line of  1932, linking all important and religious towns of Kangra and parts of Mandi district (most populated area of the state is waiting for broad gauge conversion.

During past few years, number of plans were drawn up to convert this narrow gauge line into a broad gauge line, but all remained confined to files.

With a manifold increase in the population and the tourist traffic in the Kangra valley, the Railways have failed to come up to the expectations of the local people.

Too old powers and coaches are still plying on this track.

Even the authorities could not introduce the regular first-class compartment here.

At present, some trains ply on this route daily covering 33 stations and passing through important places such as Nurpur, Jawali, Jwalamukhi Road, Kangra, Nagrota Bagwan, Chamunda, Palampur, Panchrukhi , Baijnath and Jogindernagar, which are also major tourists attraction centers of the state.

The condition of the rail track between Pathankot and Jogindernagar has gone from bad to worse in the past 10 years, as the Railways authorities have no funds to repair the same. Several small and big bridges are in bad shape, even the damage of a bridge recently cause suspension of rail traffic in this rout for months together. The retaining walls on the tracks have developed major cracks. As such it poses threat for a tragedy anytime.

Almost all 33 railway stations of the Kangra valley railway line lack basic facilities like drinking water, cleanliness and waiting rooms for passengers. The authorities even could not introduce the regular first-class compartment.

The Kangra valley attracts lakhs of tourists every year. It is strongly believed that if the rail services are improved and better amenities are provided to the passengers, tourist inflow would raise.

Jalandhar, February 5, 2013: Capt. Ajay Singh Yadav, Power Minister, Haryana  participated in the Sixth Annual Conference of Power Ministers of States and UTs organised by the Union Ministry of Power, to deliberate the critical issues concerning power sector on Tuesday at New Delhi.

After giving brief of the achievements made by the Haryana Power Utilities, Power Minister, Haryana raised certain critical issues concerning power sector for seeking support from the Centre and has a hope that these issues will be suitably addressed.

He said there is a strong need to introduce a system of payments to the coal companies based on the quality of coal tested at the receiving end to address Financial Loss to the Power Generation Utilities.

The Government of India needs to take urgent steps to make necessary changes in the relevant policy guidelines to make available sufficient quantity of coal for the power plants situated in the State of Haryana. Activities relating to setting up of 660 MW Unit-3 of thermal power plant at Yamunanagar are held up due to want of coal allocation for the project.

He said Ministry of Power, Govt. of India has recommended allocation of only 2.8 mmscmd of gas for one 750MW unit for the proposed 1500 MW Gas Based combined Cycle Power Plant in district Faridabad as against the requirement of 7.5 mmscmd which needs to be increased. The Government of India needs to take urgent steps to address this major issue as lack of power will affect all other sectors of the economy.

He said Ministry of Coal had allocated Mara-II-Mahan Coal Block, having coal reserves of about 950 million tonnes, jointly to HPGCL and Govt. of Delhi in August 2006. No progress could be made regarding development of the block as Forest clearance was not granted by Ministry of Environment and Forests (MOEF). Power Minister, Haryana requested MOEF to grant Forest Clearance for expeditious development of the Mara-II-Mahan Coal Block.

Further, he said the Central Electricity Regulatory Commission (CERC) has approved for creation of Power System Development Fund (PSDF) and about Rs. 4,000 Crore has accumulated in the fund since creation. The fund is managed by Managing Committee of Northern Regional Power Committee (NRPC). The funds lying in the PSDF managed by NRPC is proposed to be utilized for Power System improvement and strengthening works required to be executed in all States. However, NRPC has not been able to draw any amount from this fund till date. The bottlenecks in this respect are required to be looked into and addressed at the earliest so that timely and proper utilization of this fund could be made.

He said as per the Rajiv Gandhi Gramin Vidyutikaran Yojna, an un-electrified Habitation having a maximum population of 100 people are to be given electric connectivity. The above condition of 100 inhabitants needs to be reduced to 25 if we have to achieve the goal of ‘power to all’.

At the end Power Minister, Haryana thanked the Union Ministry of Power, for giving him the opportunity to attend this conference and be a part of this august gathering and also for giving him an opportunity to express his views.
