Author(s):

Chandigarh, September 14 – Bathinda MP Harsimrat Kaur Badal today gave a clarion call to fast track the judicial process to ensure speedy and exemplary punishment for heinous crimes against women.

In a statement here, the Bathinda MP said while civil society had played a big role in ensuring expeditious justice for “Nirbhaya”- the Delhi gang rape victim, the need of the hour was to instill fear amongst perpetrators of crimes against women. “This will happen if there is zero tolerance on this front and civil society is assured that all such crimes against women will not only be handled sensitively but also handled firmly and that equally stringent punishment will be handed out to the perpetrators”.

The Bathinda MP said even though justice had been delivered in the Nirbhaya case, it was also a fact that there were around 1.7 lakh pending cases against women in the country. “The sentence in the Nirbhaya case happened due to public pressure but another 1.7 lakh women are waiting for justice”, she said adding “all such cases must be fast tracked immediately”.

Badal said as far as the Punjab government was concerned, chief minister Parkash Singh Badal had moved a proposal to establish 20 fast track courts for speedy trials into cases of sexual assaults against women in February last year. “This was subsequently also approved by the State cabinet”, she said adding go ahead was also given for creating 20 additional posts of Superior Judicial Services along with supporting staff.

Beside this, the Bathinda mp said Deputy Chief Minister Sukhbir Singh Badal, who also looked after the Home portfolio, had approved a special drive to recruit women for six posts of Deputy Superintendent of Police (DSPs), 36 Inspectors, 415 Sub-inspectors and 400 Constables in the State Police. “These women police would be deployed on exclusive duties to control crime against women”, she added.

The MP said women constables had also been recruited and posted at sensitive points to put an end to eve teasing. She said young women with professional degrees had been recruited to serve in Sanjh Kendras so that women and senior citizens did not face any problem in approaching the police force for redressal of their grievances.

Haryana Chief Minister Bhupinder Singh Hooda.

Chandigarh, September 14, 2013: Punjab Congress President Partap Singh Bajwa today asked Gujarat Chief Minister Narendra Modi to rise above his anti minority stand and follow the footsteps of Haryana Chief Minister Bhupinder Singh Hooda who has brought a legislation in the Haryana Vidhan Sabha ensuring that no Sikh farmer would be displaced from his state. The Sikh farmers in Gujarat were however denied justice by Modi.

The PPCC President complimented Hooda for his pro-farmer stance. The step taken by Hooda was a fine example of political acumen.

Bajwa said that it was shameful that Modi was nominated BJP candidate for the post of Prime Minister despite his firm stand against the minority communities. He advised Modi to come out of communal and anti-minority mind set and prove his credentials of being national leader by ensuring justice to 50,000 Sikh farmers of Gujarat. He demanded from the Gujarat Govt. to withdraw the Special Leave Petition filed in the Supreme Court before the Supreme Court gives its verdict.

Bajwa said that Punjab BJP leaders had tied to shield Modi by raising the similar stance of Sikh farmers in Haryana. He said that Haryana Chief Minister immediately came to the rescue of farmers and gave them ownership rights of land which they were given on ‘Patta’( lease) by late Chief Minister of Joint Punjab Partap Singh Kairon. He said that farmers in Gujarat were also given land by the former Prime Minister Late Lal Bahadur Shastri after 1965 war with Pakistan to defend the borders. He described the move to displace them after 50 years was anti-national and criminal act.

Bajwa said that thousands of Sikh families belonging to 26 villages of Pehowa and Ghula areas, were facing a similar situation as that of Gujarat. The lease of the land of these Sikh farmers had expired since 1972 and that these farmers had even lost their case right up to the Supreme Court of India. He said that Gujarat farmers had won the case from Gujarat High Court but Mr. Modi remained adamant on his stand of dislocating the Sikh farmers from Kutch area.

PPCC President said that he had already strongly taken up the issue of farmers of Haryana with Hooda. He said that he had also taken up the issue of Gujarat farmers up to Prime Minister level but BJP government in Gujarat was no ready to withdraw the SLP from Supreme Court. He said that it was more shameful for the Punjab Chief Minister Parkash Singh Badal who declares himself champion of farmers but show no guts to even discuss the problem of Sikh farmers with Modi.

Punjab Chief Minister Parkash Singh Badalalong with the Governor of Punjab Shivraj V. Patil and other dignitaries receives the Prime Minister of India Dr. Manmohan Singh at the Chandigarh airport on 14-9-2013.

Chandigarh, September 14, 2013: Punjab Chief Minister Parkash Singh Badal today urged the Prime Minister Dr. Manmohan Singh to declare the project for tackling the menace of water logging in state as ‘National Project’ and immediately release central assistance of Rs 960.62 crore.

Badal called on the Prime Minister here at Punjab Raj Bhawan this afternoon as the latter was in the capital on an official visit. The Chief Minister apprised Dr. Singh that on the request of Punjab Government a team under the Chairmanship of Union Rural Development Minister Jai Ram Ramesh had visited badly affected water logged areas to take stock of the situation. Subsequently a high power committee under the chairmanship of Member, Planning Commission Dr. Mihir Shah, also visited the same region and suggested measures to solve the problem of water logging in the area.

The Chief Minister informed Dr. Singh that keeping in view the suggestions of high power committee under the chairmanship of Dr. Mihir Shah, a project amounting to Rs.960.62 crores stands submitted for approval and providing funds under Central Assistance for checking the menace of water logging and salinity and to reclaim fertile land for agriculture production. The anti-water logging measure proposed to be taken was also envisaged to help in improving the environment and reduce the prevailing health hazards. Badal bemoaned that inordinate delay in sanctioning the project has once again pushed the people of south west Punjab to the same miserable condition due to recent rains in August 2013.

The Chief Minister further apprised Dr. Singh that unprecedented rains in the month of September 2011, the worst in a span of last 80 years, submerged large areas of south western Punjab and crops were completely damaged. Besides that, the continuous seepage from the twin canals namely Rajasthan Feeder and Sirhind feeder also increased the water logging problem in the area. All the low lying pockets running through village Abadies as well as agriculture land were filled with 2 to 6 feet depth of flood water. Dewatering arrangements on a large scale were put in place to ameliorate the situation, he added.

Flagging up another issue for seeking the approval of Union Cabinet for the setting up of the Cancer hospital in the state on the lines of Tata Memorial Cancer (TMC) Hospital by the Department of Atomic Energy (DAE), Badal requested the Prime Minister to personally intervene in the matter for putting the prestigious project on fast track. Expressing gratitude to Prime Minister, Badal said that the people of Punjab were extremely grateful to him for recognising the gravity of the problem of cancer in the State and thus giving in principle approval to establish this hospital. Badal informed the Prime Minister that the state Government has already handed over the site identified by DAE, free of cost for this purpose adding he said that all concerned departments have given their concurrence to the proposal, which was all set for the green signal from the Union Cabinet under your leadership. The Chief Minister also urged Dr. Singh to lay the foundation stone of this landmark project.

Reiterating his request to modify the instructions for upward revision in the quantum of relief in cases of natural calamities to make it more meaningful, the Chief Minister brought into the notice of Dr. Singh that he had already taken up this issue for seeking enhancement of relief admissible out of the State Disaster Response Fund in case of 100% loss of crops.

Badal also made a similar request in case of damage to houses, as well as loss of milch animals. He cited currently, the maximum amount of relief in case of complete damage to a house was Rs.70,000 which should be increased to Rs.1.25 lakh, with corresponding enhancement in case of partial damage etc. Similarly, the current guidelines stipulated that relief would be admissible only for the loss of one large milch animal even though many such animals might have been lost. He lamented that the amount of relief was quite inadequate in any case; and to restrict it to one animal caused avoidable hardship to the affected persons.

Seeking his personal intervention, Badal impressed upon the Prime Minister to direct the Ministry of Road Transport and Highways/ National Highways Authority of India may be directed to expedite Ludhiana- Delhi expressway by giving it top priority. He informed that fast and secure road highways are emerging as an important factor for investment promotion and industrialization in the country. City of Ludhiana popularly known as “Manchester of India” has developed as a catalyst for further industrialisation in the State. In order to boost further investment and industrialisation, the Chief Minister reminded Dr. Singh that he had been advocating cause of expressway between Ludhiana and Delhi therefore he sought Prime Minister’s personal intervention to give top priority to the project especially in context of Amritsar- Kolkata industrial corridor, construction of Ludhiana-Delhi expressway becomes more imperative.

Responding to the issues raised by the Chief Minister, Dr. Singh assured him of positive outcome. He told Badal that he would soon take up the issues flagged up by him with the concerned ministries for their resolution at the earliest. The Prime Minister invited Badal to National capital with a Comprehensive Project Report to combat the problem of water logging in the state so that a permanent solution could be found to this vexed problem.

Sukhminderpal Singh Grewal, National Secretary of Bharatiya Janata Party Kisan Morcha, In-charge Himachal Pradesh meets Gujarat Chief Minister and PM in waiting Narendra Modi at Gandhi Nagar on Monday.

Gandhi Nagar, September 16, 2013: Sukhminderpal Singh Grewal, National Secretary of Bharatiya Janata Party Kisan Morcha, In-charge Himachal Pradesh has said the Congress was once again playing dirty communal politics in the name of raising issue of Sikh farmers in Gujarat.

Talking to the mediapersons after a meeting with Gujarat Chief Minister and PM in waiting Narendra Modi here today, Grewal added Congress was once again hatching conspiracy to fan communal feelings in the name of raising issue of Sikh farmers of Punjab and Haryana in Gujarat by hiding the real facts and figures behind it.

Grewal said since it was the Congress chief minister Ghanshayam Bhai Ojha in Gujarat, who introduced the clause in 1973 that had rendered Sikh farmers non-agriculturist in Gujarat, the Punjab Congress party definitely owe an explanatory statement to the nation people of Punjab and Haryana in particular.

He said that the issue was not only of the farmers of Haryana and Punjab in Gujarat, albeit of all farmers who were not from Gujarat state.

With the facts and figures Grewal said that in 1973 the government under chief minister Ghanshayam Bhai Ojha, issued a circular stating that if a farmer from outside the state Gujarat, for example a farmer from Punjab or any other state, buys a land in Gujarat he is declared a non agriculturist. The circular applies to any out of the state agriculturist and not only on Sikhs or minorities. Around 784 cases of violation were found by the Kutch district administration in which 164 cases were related from Punjab and Haryana state, 108 cases belonged to the individuals Gujarati and 512 cases belonged to farmers from states other than of Gujarat, Punjab and Haryana.

Grewal said that Instead of taking up cases of all the affected farmers, Congress was raising the issue the Sikh farmers of Punjab and Haryana only. Sadly enough, the Punjab Congress was ill equipped in the terms of information and did not have enough ammunition left to keep itself thriving. Jumping on the controversy bandwagon, Punjab Congress has started this malicious campaign without doing its homework.

Grewal stated that Gujarat CM Narendra Modi was committed to safeguard the cause of all farmers and has already assured the Punjab CM Prakash Singh Badal, State President BJP Punjab Kamal Sharma and OP Dhankar National President BJP Kisan Morcha that a lawful solution was being found for the problem.

He said that Narendra Modi has assured them that no farmer would face any difficulty. According to 2001 census survey 45,875 Sikhs were living peacefully and harmoniously in Gujarat.

The Chief Minister said that due to the step motherly treatment of Centre with the state, Punjab’s industry has got a major setback due to which massive flight of industry has taken place. Badal said that the freebees given by the Union government certain hill states have given fatal blow to the industry of the state. However he said notwithstanding the continued apathetic attitude of centre towards state’s industrial growth, the Reserve Bank of India (RBI) has in its recent report rated the state as one of the most preferred investment destinations of the country.

Citing several instances of discriminatory attitude of the Union government against the state, the Chief Minister said that he had himself taken up the matter of hiking the relief to the flood victims of state with the Prime Minister and Union Home Minister but none of them had paid any heed to provide immediate relief to the needy and distressed people of the state. Likewise he said that the issue pertaining to the construction of scientific silos in the state to preserve the food grains has also been hanging in fire since long despite of the fact that he had himself taken up this issue with the top brass of the Union government.

Slamming the Congress led UPA government for making the life of the countrymen miserable, the Chief Minister said that the faulty policies of the centre has accentuated the woes of common man. He said that the arrogant successive Congress governments at the centre have diluted the federal structure of the country by usurping the powers of the state due to which the state governments have been reduced to dignified Municipalities. Badal further said that the ever increasing costs of the farming inputs coupled with the non remunerative MSP has ruined the agriculture due to which the farmers were on cross roads.

On the occasion while felicitating six key industrialists for the rare achievements, the Chief Minister said that they were the lighthouses who would ever act as a source of inspiration for the coming generations to excel in the field of business.

Prominent amongst those present on the occasion included Special Principal Secretary to Chief Minister Gurkirat Kirpal Singh and Deputy Commissioner Rajat Aggarwal.

On the occasion LMA President JR Singal, founder of Hero Cycles OP Munjhal, Chairman of Trident Group Rajinder Gupta, Joint Managing Director of Hero Motocorp SK Munjhal, General Secretary of LMA Kamal Wadhera and several other key industrialists were also present.

The Punjab Chief Minister Parkash Singh Badal ob Thursday receiving ‘Policy leadership award’ in agriculture from Governor of Uttar Pradesh BL Joshi, Union Ministers Oscar Fernandes, Tariq Anwar and eminent agriculture economist Prof. MS Swaminathan, instituted by the leading national magazine ‘Agriculture Today’ in recognition of Punjab’s enormous contribution in national agriculture and food security in New Delhi.

New Delhi, September 19, 2013: The Punjab Chief Minister Parkash Singh Badal today called upon the Government of India (GoI) to treat agriculture at par with national defense and not to throw the farmer at the mercies of the sharks in the free market economy.

Speaking at the Agriculture Policy Leadership Summit- 2013, after receiving ‘Policy leadership award’ in agriculture from Governor of Uttar Pradesh BL Joshi, Union Ministers Oscar Fernandes, Tariq Anwar and eminent agriculture economist Prof. MS Swaminathan, instituted by the leading national magazine ‘Agriculture Today’ in recognition of Punjab’s enormous contribution in national agriculture and food security, at an impressive ceremony held here in Hotel Taj this evening, Badal said, “With 70% of our people and 53% of our economy still dependent on agriculture, it does not require  an economist to know that food security is as important as national security from external threats. A hungry nation cannot defend itself. Therefore, agriculture must be given strong public sector support in the interest of long term stability, growth, development and prosperity.”

Warning the country against an alarming agriculture situation, Badal cautioned against what he called “the advocates of the tyranny of free market economy” and said that the economic planners must beware fake dreams sold by free market sharks. These sharks are already flourishing at the expense of the blood and sweat of the farmers and farm labourers. Big companies are spending   millions of dollars on a misinformation campaign to brainwash the planners and the people at large in order in favour of policies aimed not only at the exploitation of the farmers but at the virtual ruin of our domestic economy. There is a conspiracy against India’s farmers and against our self dependence in agriculture.”

Badal said not heeding the advice of farm-economists like Dr MS Swaminathan on covering farmers’ costs plus 50% , will  take us back to economic slavery. This is an extremely grave issue but unfortunately, I see it being treated with utter non-serious by those who matter, said Badal.

The Chief Minister said that despite all the talk about diversification, nothing was being done to help the farmer to diversify. “It is not the planner’s research papers but farmers and assured market that can bring about diversification. How much is the government of India prepared to invest on diversification?” he asked.

The Chief Minster said that apart from remunerative prices for agricultural produce and assured markets, the center must undertake a major initiative to promote agricultural-based industry, especially food, vegetable and fruit processing in Green Revolution States.

For this, he called for an “economic package” from the Government of India. “The center must immediately give Special Industrial Tax concessions for all agriculture related industry, especially food, vegetable and fruit processing units and textile units,  in Green Revolution states. This industry must be given a tax holiday in these states for at least 15 years,” Badal demanded, adding that “this is the only way not only to save agriculture from stagnation but the entire economy from down-slide”.

Earlier, the citation read on the occasion hailed the Chief Minister as the architect of the modern agriculture in Punjab under whose visionary leadership and direction the State Government has formulated and implemented a number of policies and programs in agriculture, horticulture and livestock sector. His understanding of agriculture and rural economy and his political acumen has further helped the state in launching a series of initiatives to better management of farm resources and revival of farm economy by taking a slew of policy interventions, marketing support programmes, diversification and marketing linkages of farm produce and enhanced budgetary allocations. As a result the state has achieved sustainably enhanced growth in diversified agriculture production, which have enhanced returns from farming and impacted the rural economy of the state positively.

Under his visionary leadership, the state government has prepared a comprehensive strategy to address the issues of the sustainability, water resource management, introduction of new technologies, promotion of conservation agriculture and Comprehensive Agricultural Diversification Plan. With emphasis being laid on increasing the area under agro-forestry and horticulture crops, Contract Farming Act, 2013 has been enacted to provide front end marketing linkages to the famers growing alternate crops. To build capacity of the small and marginal farmers, the state demonstrated the cultivation of vegetables under low cost net houses, motivated farmers to adopt commercial dairy farming by providing  subsidy on insurance premium, assisted cooperatives and private entrepreneurs in setting up Agricultural Machinery Service Centers, promoted banana cultivation and fish farming, improved milk yield of buffaloes by setting up  200 Integrated Buffalo Development Centres in 1398 villages to increase income of small and landless. Badal through policy interventions raised the bar of the state in agriculture matters and improved the living conditions of the farmers in the State.

The Chief Minister was accompanied by his Special Principal Secretary Gurkirat Kirpal Singh, Agriculture Commissioner Dr. BS Sidhu and Director Agriculture Mangal Singh Dhillon.
