Ludhiana, April 1, 2013: 75-year-old social activist, Anna Hazare has called upon people to act wisely at the time of casting their votes in the forthcoming parliamentary elections scheduled to be held in the year 2014 to bring a change at the Centre.

Addressing a gathering at the UCPMA premises here on Monday under his ongoing nation-wide `Jantantra Yatra’, he said “use a right key to open the lock in the coming parliamentary elections”. He said there was a need of brining unity to bring a change in the existing democratic system in the country.

Showing an injury mark on his forehead, he said he had fought against Pakistan being an Indian Sepoy. He said now they had to fight for second freedom struggle to come out of the existing corrupt system in the country, adding the Britishers had left the nation way back in 1947 but “blacks” had replaced them. He remarked, the Britishers might had not looted the nation in 150 years that our own rulers had looted after the Independence.

Hazare said he had started campaign for people’s right on his own following which a big carvan of people joined him with passage of him. He recalled that he had shown exit doors to many corrupt government officials and even ministers over the period. He said his efforts had forced the government to bring RTI Act. Now he was fighting for the implementation of Jan Lokpal Bill and also bring other Acts such as “Gram Sabha Act”. He said the Gram Sabha Act would give rights to the villages  as “Village Sansad” (Village Parliament) and the government would not be able to take possession of the farmers’ lands forcibly.

Speaking about his Jantantra Yatra, he said he had not started this nation-wide campaign for seeking power and anything else for him. He added he wanted to see a change in the existing political and democratic system in the larger interest of the countrymen.

Reacting to the media persons query about low turnout of people at his public meeting at Ludhiana, he said he had been running a campaign against corruption across the country. The low turnout of Ludhianvis at his public meeting indicated that there did not existed much corruption in Ludhiana therefore people did not prefer to attend the meeting, he quipped. However, he also observed that another reason might be that the local organisers  had not done much publicity of the event.

In his address, Gen (retd) VK Singh said there was a need to bring change in the existing scenario across the country. He regretted that the politics had changed the overall scenario in the country. He also regretted that the political parties were following the policy of divide and rule, adding the situation would change only when people would stop getting disunited due to political parties.

Earlier, Hazare and his team members were given warm welcome at various places including Jalandhar Bypass, Clock Tower in the city.

He said the aim of  Jantantra Yatra is to mobilise people in his fight against corruption and inefficient political system in the country to bring change in the politics of India and to provide their due rights.

Speaking to the media, he said, he would fight till his last breathe to introduce the Jan Lok Pal Bill for the welfare of the people and requested for the support of the public.  He further appealed to the people to participate in the conference being organised at Delhi.

Ferozepur, April 3, 2013 :  Dr. Nitin Bajaj, Dental Surgeon and President Elect – 2014 Punjab Dental Association speaking to the media said, “More students are being admitted in some of the dental colleges than actually allowed by the 1948 Dentists Act which is affecting the study of the students in the absence of shortage of teaching and required infrastructure”.

He further said, “In the new report issued by the Comptroller and Auditor General of India has painted a poor picture of how the country’s Dental Council is managing dental education. Among other misconducts, it found that a significant amount of dental institutions have not been inspected by the governmental body for years and those fees worth more than US$1.3 million to be paid by these colleges for the recognition and renewal of certain course is outstanding”.

The government body inspecting the dental institutions should made a regular inspection of dental colleges, without compromising with the education of the students which has raised a number of questions on account of non-inspection of dental colleges, Dr. Nitin Bajaj added.

Kohli was the Head of Special Police Establishment and Central Bureau of Investigation from 1955 to 1968. During the tenure of Kohli, CBI was put on a firm footing by extending its activities and converting it into an efficient instrument of crime investigation. Kohli was a visionary who sowed the seeds for the evolution of CBI into an effective and vibrant organisation.  It was on account of his vision that CBI today enjoys the reputation of professionalism and fairness and has the confidence of all sections of society.

As the Bureau steps into its Golden Jubilee Year, it proposes to celebrate this historic milestone through a series of events/programmes spread over the year 2013-2014.  These include showcasing the history and work of CBI, promoting research in areas of CBI working such as anti-corruption laws, technical tools to assist investigation etc.  The CBI will also identify future challenges and formulate a plan to build capacity to meet these challenges.  The Bureau also plans to organise an international anti-corruption conference later this year.

The Central Bureau of Investigation was established by a  Government of India resolution dated 1st April, 1963 after a growing need was felt for a Central Police Agency which could investigate not only cases of bribery and corruption, but also violation of Central fiscal laws, major frauds relating to Government of India departments, public joint stock companies, passport frauds, crimes on the high seas, crimes on the Airlines and serious crimes committed by organised gangs and professional criminals.  This Investigation and Anti Corruption Division continued to derive its jurisdiction and powers from DSPE Act, 1946.

CBI was further strengthened by addition of an Economic Offences Wing by a Government of India Resolution dated February 29, 1964. In September, 1964 a Food Offences Wing was formed to collect intelligence regarding hoarding, black marketing, smuggling and profiteering in food grains and take up such cases having inter-state ramifications in view of the situation prevailing at that time. It was merged in the Economic Offences Wing in 1968. With the passage of time, requests were made by various quarters for CBI to take up investigation in crimes like assassinations, kidnappings, hijackings, crimes committed by extremists, violation of Official Secrets Act, large scale Bank and Insurance Frauds, and, others specific cases like Bhagalpur Blindings, Bhopal Gas Tragedy etc.

Constitutional courts also started referring cases to CBI for enquiry/investigation on the basis of petitions filed by the aggrieved persons in cases of murders, dowry deaths, rape etc. In view of these developments, it was decided in 1987 to have two investigation Divisions in CBI namely Anti Corruption Division and Special Crimes Division, the latter dealing with cases of conventional crimes as well as economic offences. Pursuant to the direction of Supreme Court, the existing Legal Division was reconstituted as the Directorate of Prosecution in July 2001. A new Zone, namely “Technical Forensic & Coordination” (TFC) was created at CBI Headquarters, New Delhi in 2010. As on date, offences under 74 existing Central and 19 State Acts, 243 offences under the Indian Penal Code have been notified by the Central Government under section 3 of the DSPE Act.

In the last five decades, the Central Bureau of Investigation has evolved from an anti corruption agency to a multi faceted, multi disciplinary central police law enforcement agency and emerged as a premier investigating agency of the country which enjoys the trust of the People, Judiciary, Government and Parliament.
