FACTS: Himachal CM’s statement on Jan 9 firing incident

Dharamsala, January 11, 2013: On January 9 this year, Constable Ranvir Singh and Constable Rahul were on duty near Tara Devi,  Shimla where vehicles impounded by police were parked.  

At around 11.30 PM, they noticed some miscreants indulging in vandalism.  Duty Constables caught hold of one of the accused namely Nitin, resident of Phagli, Shimla.  

When constables were interrogating Nitin, other miscreants came in Santro Car and tried to overrun Constable Ranvir Singh.  They  tried to take the accused away.   They also attacked policemen with iron rods and started pelting stones.  Constable Ranbir Singh fired some rounds in self defence. Two assailants who were injured were shifted to IGMC, Shimla where one of the assailant Udaybir Singh succumbed to his injuries at 3 a.m. on January 10.

A case FIR no. 4/2013 under section 307, 353, 332, 379, 511 and 34 IPC dated January 10, 2013 and another case FIR No. 5/13 dated January 10, 2013 under section 304 IPC against Constable Ranvir Singh were registered at Police Station West Shimla and both the cases are under investigation.  

Meanwhile, the government has ordered Magisterial enquiry and ADM (Law and Order) Shimla is conducting Magisterial enquiry on the entire incident.
