Gurgaon, September 1, 2015: Taking Prime Minister Narendra Modi’s Skilling India campaign forward, a National workshop on Integrated Skill Development Scheme (ISDS) was held on 27th August at India Habitat Centre, Delhi. The exhibition was inaugurated by the Chief Guest, Sri Santosh Kumar Gangwar, Minister of State for Textiles (Independent charge). Dr. Darlie Koshy, DG & CEO, Apparel Training and Design Centre (ATDC) and Institute of Apparel Management (IAM) received Hon’ble Minister Sri Santosh Kumar Gangwar, Secretary Textiles Sri S.K. Panda, IAS, & Mrs. Pushpa Subrahmanyam, IAS, at the stall took them to the training highlights. As a panellist Dr. Koshy spoke about skill forecasting, skill benchmarking & skill technology focus used for ISDS etc.
The workshop witnessed the release of a film on ISDS, release of ISDS brochure and booklet, launch of online certificate generation through ISDS-MIS portal. ISDS scheme was launched with the objective to build the capabilities of those institutions that currently provide training and skill development programs in the textile and apparel sectors.
Dr. Koshy expressed his views and shared keys solutions to the challenges on employment opportunities under ISDS, “The scheme has experienced significant progress over the last 5 years and ATDC is part of this journey since Inception. The scheme has not only helped to overcome the shortage of skilled workforce in textile sector due to high rate of attrition but also become a ‘driver of growth’ in the Industry. It has triggered innovation and scale which are important for a competitive and sustainable textile & apparel Industry in India.”
Till date, 76 projects have been approved under the ISDS scheme. Total 3,215 training centres work under this scheme and have trained4,15,541 candidates. Under the ISDS scheme government provides assistance to the extent of 75% of the project cost with a ceiling of Rs. 10,000/- per person and target placement of at least 70% of trainees in wage employment. ATDC has set up over 200 Centres Pan-India basis and have trained over 1, 56,000 candidates and in the main phase ATDS’s expected to train over 78,000 candidates.
In the discussion, key solutions to various challenges such as migration of trainees from native place to workplace, non-standardized wages, market demand for courses in which the candidates have received training were discussed.
An award ceremony too was conducted to the best performing implementing agencies under competent II only (that is Public Private Partnership with Private Sector and Employers of ISDS. Sessions on ISDS convergence with Skill India Initiative, Role of State Governments in catalysing the skill initiatives and Standardization of Courses, Assessment and Certification were also held.
