5th General Election of Gram Panchayats, Panchayat Samitis & Zila Parishads in Haryana due in near future: SEC

Chandigarh, May 18, 2015: The State Election Commissioner, Haryana, Mr Rajeev Sharma, said that the 5th General Election of Gram Panchayats, Panchayat Samitis and Zila Parishads in the State are due in near future. The Commission has issued notification for the preparation of photo based voters list of all the wards of Gram Panchayats, Panchayat Samitis and Zila Parishads of those districts whose wardbandi has been completed by the Government  i.e. Sonepat, Yamuna Nagar, Sirsa, Panchkula, Faridabad, Palwal, Kaithal, Rohtak, Fatehabad, Hissar, Panipat, Narnaul, Rewari, Mewat, Kurukshetra, Jind and Jhajjar.

While stating this here today, Mr Rajeev Sharma said that voters list of Gram Panchayats, Panchayat Samitis and Zila Parishads of these districts would be prepared with the help of NIC by taking a photo based data of the relevant part of Assembly Electoral Rolls and finally published on January 21, 2015 along with all supplements carried out by the Election Commission of India with qualifying date as January 1, 2015.

The State Election Commissioner further informed that the District Election Officers (Panchayat) have been directed that while preparing draft voters list of Panchayati Raj Institutions, it should be ensured that names and images of the voters entered in the Assembly Electoral Rolls have been entered in the ward wise draft voters list of Panchayati Raj Institutions and the names of those voters, who have died been deleted after due verification from the Birth and Death Register maintained by the authority concerned.   The District Electoral Officers have also been directed that while preparing the draft voters list, if zero address are found in the Vidhan Sabha list, their contents be physically verified and after verification if contents found fictitious or bogus, the name of concerned person be deleted from the voters list.

He also informed that earlier the provision of appeal was not available in the Haryana Panchayati Raj Election Rules, 1994, but this time the same provision has been made in the rules to remove the grievances of the general public.  According to the amendment, any person aggrieved by the orders of District Electoral Officer may file an appeal to the concerned Deputy Commissioner-cum-District Election Officer (P) within five days, who would within seven days decide the appeal.  The decision of the Deputy Commissioner-cum-District Election Officer (P) on any appeal would be final.

He said that according to programme, the process for preparation of draft voters list of the Panchayati Raj Institutions would be started from May 22 to June 6, 2015. The draft of the voters list would be published on June 13, 2015 for inviting claims and objections.  The draft voters list would also be hosted in the official website of the concerned district.  After publication of draft voters list, sufficient time has been given to the public for filing claims and objections (for inclusion and deletion of their names), with the District Electoral Officer concerned. The claims and objections would be disposed off by the District Electoral Officer by June 25, 2015. An appeal against the orders of District Electoral Officer could be filed by June 30, 2015 and would be decided by the concerned Deputy Commissioner-cum-District Election Officer (P) by July 7, 2015.  The final publication of voters list in respect of concerned districts would be made on July 15, 2015.  The final voters list would also be hosted in the website of the concerned district administration, he added. / (SK Vyas, Jalandhar)
