Dharamsala, December 4, 2014: Speaker Brij Bihari Butail of Himachal Pradesh Assembly officially inaugurated E Vidhan system at Tapovan near Dhasramsala on Thursday. Though the equipment fixed here to convert the house to fully electronic, has been brought from Shimla, yet the Tapovan Vidhan sabha became the second India to be a digital one. Butail said, “Both the houses will now reduce around 17 crores, spent earlier on the paper work annually. Beside it it shall also reduce the transportation cost of the state government spent on shifting of the office files etc.”
Shimla Vidhan Sabha was the first to be converted digital on 4th August 2014 and now on 4th December Dharamsala Vidhan Sabha digitalised to becoming the 2nd in the country to successfully establishing the E-Vidhan workflow network.
Speaker Brij Bihari Butail today announced completion of the computerisation of the entire Vidhan Sabha procedures and processes, enabling all services to be integrated online during the upcoming winter session starting here from 5th December, and shall be carried upto 12th of this month .
“Both the Shimla and Dharamsala blocks of Himachal Pradesh Vidhan Sabha are now fully Hi-Tech n,” declared Butail after having inspected and tested the E-Vidhan network flow today.
He said that all the ministers, legislators and the officers are already fully educated with the online processes and procedures of the new system, and the working shall be smooth and fast here as compared to Shimla. .
Speaker futher said that by installing this system, it shall become the part of a Go-Green effort, as around 6000 trees (worth Rs 5 crore ) can be saved annually ,which otherwise would have used to prepare paper for assembly. The project has developed a role enabled work flow and web based application software for automated working of legislative assembly, committees and members. Digital signature certificates (DSC) would be used for user authentication and only digitially signed document after converting to PDF/A standard would be uploaded on the online system. Provision for an SMS/Email alert system for generating reminders / information automatically has been built into the program.
The software interface for Vidhan Sabha secretariat includes question processing system, issuing of notice to departments, reply by departments, digitisation & publishing of verbatim record of house / committee proceedings, legislative assembly bills, publishing of budget, control over budget and scrutiny over government finances by legislative assembly, press and media information systems, generation of identity cards/passes, publishing of bulletins, HR, procurement and stock inventory, diary & dispatch and library information system.
Having taken personal interest in the project, the speaker had sought central assistance for implementing of the Rs 7.75 crore e-Vidhan Project. He said, “We are waiting for Central help to upgrade both houses.” He said that lots states are showing interest to follow Himachal. Butail said , Inquiries are coming from West Bengal, Kerala, Punjab and Karnataka Assemblies.” He said that soon a conference of all the IT ministers, IT secretaries of of a dozen such states shall be organized in Shimla to give presentation of Digital assembly system. He said another meeting could also be conducted for Speakers of all the state assemblies in Shimla .
Butail said, “Himachal assembly shall link the Vidhan-sabha to mobiles of all MLA’s Officers and Media. And this pioneer project of the country project shall be completed in next two months.
